Who should my first employee be in my video sharing website?

Hello, First i know very little when it comes to programing and software etc. I want to find out how and who to hire for my website project. From the research i have done it seems that i could start off getting hosting from a Managed Hosting with a dedicated server for around $100 to $400 to start out with. I was told because its a youtube clone type site that i would be better off with this type of set up. Now the question is: Who is the person called who will be able to correct software,install new software, change the content/design of website. The go to person when there is trouble? Software engineer? Also who is the person who i go to when i need to upgrade a program or ad another program to my website. I would like to start placing small classified ads to get help with my project and want to know who i should hire and what roll they should play. Please keep in mind I am trying to save money I need to hire the bare MINIMUM I would need to make the company run. thanks you
