What are the best web hosting companies (no spammers please)?

I have Dreamhost now. They are pretty good, but I was wondering if there was anything better. Feel free to link to sites that review web hosters also. *It needs to be around 20 dollars a month (I pay 7 bucks a month for Dreamhost). *PHP, MySQL, etc the whole gamut I need. *It need to have a good way to upgrade. Meaning it can start off slow, but if I pick up more traffic, I can pay more to easily upgrade my bandwidth, etc. So yeah give your thoughts, please no spammers with referral links. Also if you could find an article about this on digg (I couldn't find one) that would also be great. Thanks in advance.
